In December 1999 Estonia's foreign minister stood up in Stockholm and argued that his country was not Baltic but Nordic. Twenty-seven years on, the Nordic Council still has five members and no way to admit a sixth — and in North America, the one institution that took him at his word is a volunteer festival in New Jersey.
